Ghana Federation of Disability hails launch of Free Tertiary Education policy for PWDs

The President of the Ghana Federation of Disability Organisations (GFD), Mr. Joseph Atsu Homadzi, has commended the government for fulfilling its manifesto promise to provide free tertiary education for persons with disabilities (PWDs).

The Free Tertiary Education for PWDs according to the President will be implemented through a revamped and digitalised Students Loan Trust Fund (SLTF). The system aims to ensure transparency, efficiency, and sustainability while integrating previous disability scholarship schemes under a unified national framework.

President Mahama, during the launch, emphasised that the initiative represents an act of justice and equality, not charity. He also announced an increase in the District Assemblies Common Fund allocation for PWDs from three to five per cent beginning in 2026, alongside the creation of Disability Desks in all Metropolitan, Municipal, and District Assemblies (MMDAs).

Speaking on the Channel One Newsroom on Friday October 24, Mr. Homadzi described the initiative as a life-changing intervention that will expand access to higher education for persons with disabilities across the country.

“The manifesto promise of the NDC has been fulfilled today, and the policy has been launched. We are really grateful to His Excellency the President and, for that matter, the entire government for fulfilling this promise,” Mr. Homadzi stated.

He explained that financial challenges have long been a major barrier preventing many students with disabilities from accessing tertiary education.

“Usually, when there is admission, our people struggle to pay the fees because of financial difficulties. We have to go round sometimes begging, moving from one radio station to another for funds,” he said. “So we really appreciate it. It is going to give us big financial relief and open the opportunity for our people to access quality education in Ghana.”
