Borrowing will only fund transformative projects as debt sustainability improves – Finance Minister

Finance Minister Dr. Cassiel Ato Forson

Finance Minister, Dr. Cassiel Ato Forson, has announced that Ghana will prioritize a disciplined borrowing approach, focusing exclusively on funding transformative projects with a lasting economic and social impact.
This strategic shift follows significant progress in Ghana’s debt sustainability.

Speaking during a meeting with the President of the Arab Bank for Economic Development in Africa (BADEA), H.E. Mr. Abdullah KH ALMUSAIBEEH, in Accra, Dr. Forson emphasized that new borrowing will be directed away from consumption and toward key infrastructure.

The Ministry’s focus on sustainable development is underpinned by a notable improvement in Ghana’s public debt. According to data from the Bank of Ghana, total public debt declined from GHC 763.8 billion (64.9% of GDP) in July 2024 to GHC 628.8 billion (44.9% of GDP) in July 2025.

Finance Minister: New borrowing to fund key infrastructure, not consumption

As an example of this new strategy, the Minister highlighted the planned Accra–Kumasi motorway project, stating that feasibility studies are currently underway, with completion expected within two and a half years.

H.E. ALMUSAIBEEH of BADEA praised the Minister’s focus on sustainability and pledged the bank’s readiness to support large-scale projects of such economic importance.
