The Public Accounts Committee (PAC) has disclosed that GH¢12.9 billion in embezzled public funds has been recovered with assistance from the Auditor-General.
Chairperson of the Committee, Abena Osei-Asare on Wednesday, October 1, 2025 emphasized that accountability is still a top concern of PAC and credited the notable recovery to collaboration with the Auditor-General’s office.
“One thing I am clear about is that what we are doing is yielding positive results. We have a report we will look at. Per the work of the Public Accounts Committee, and with the support of the Auditor-General, we have been able to retrieve GH¢12.9 billion. There is a whole report on that which we will be sharing with the public at the right time,” she said.
To resolve violations noted in the 2024 Auditor-General’s Report, the Committee has been meeting with representatives from a number of ministries, departments, and agencies in recent weeks.
In some cases, heads of the institutions and agencies have been given ultimatum by PAC to recover misappropriated funds.
In the case of Korle Bu Teaching Hospital, the Public Accounts Committee (PAC) has ordered the Acting Chief Executive Officer, Dr. Yakubu Seidu Adam, to reimburse an amount of GH¢113,000 to the state.
The directive comes after the hospital failed to retrieve the money from officers whose negligence resulted in the settlement of two different judgment debts.
In one instance, a patient died from a medication overdose, and in the other, a body was exhumed and reburied following a mix-up of mortal remains.
During the session with the PAC, on Monday, September 29, the Ranking Member Samuel Atta-Mills referenced the Audit report which stated, “We recommended that the Acting Chief Executive Officer should recover the total amount of GHC113,000 from the officers whose negligence occasioned the payment of judgement debt and the same paid into the Auditor General’s Recoveries Account at Bank of Ghana, failing which the Acting Chief Executive Officer should pay. Have you done that?”
In response, Dr Adam admitted the hospital has not yet retrieved the funds: “Hon. Chair [Abena Osei-Asare], we haven’t done that,” he said while attempting to explain why the money has not been recovered.
Meanwhile, the Committee is expected to resume sittings on October 27, 2025.
