High Court grants request by ex-Director of National Service Authority to report to Kumasi BNI instead of Accra

The High Court has granted the request of lawyers for the former Director of the National Service Authority, Osei Assibey, to report to the BNI office in Kumasi as part of his bail conditions.

Osei Assibey, who faces multiple charges, including stealing, using public office for profit, and money laundering in connection with the ghost names at the NSA, has pleaded not guilty to 21 fresh charges, including causing financial loss to the Republic of over GH¢431.8m, following the amended charges.

In court on Monday, April 13, 2026, before the case management conference could proceed, the prosecution, led by Principal State Attorney Dufie Prempeh, sought additional time to complete the filing of disclosures.

Dufie informed the court that the prosecution had filed 49 documents earlier in the morning but needed a month’s adjournment to file another set of disclosures for the case.

Defence lawyers, led by Ralph Poku-Adusei, opposed the request for a short adjournment, noting that the defence would also need about a month to review the disclosures filed by the prosecution.

Presiding judge, Justice Kizita Naa Koowa Quarshie, after hearing counsel from both sides, adjourned the case to May 13 and directed the prosecution to file the documents within time.

Ralph Poku-Adusei also prayed that the court vary the bail conditions of Osei Assibey, suggesting that he is made to report to the Kumasi office of the Bureau of National Investigations instead of Accra, as happens currently.

The former Executive Director of the National Service Authority’s bail conditions include reporting to the BNI twice monthly (on the first and third Wednesdays), surrendering his passports, and being placed on the watch list.
