The Minority in Parliament has accused the Minister of Finance, Dr Cassiel Ato Forson, and the Controller and Accountant General, Kwasi Agyei, of colluding to unlawfully withdraw GH¢1.4 billion from the District Assemblies Common Fund (DACF) account at the Bank of Ghana in November 2025.
According to the group, the alleged withdrawal follows an earlier removal of GH¢11.3 million from the same account between February and April this year, a move they say has deepened the financial constraints of local authorities and stalled development projects across the country.
Addressing journalists in Parliament on Thursday, November 13, 2025, the Minority Chief Whip, Frank Annoh-Dompreh, described the action as a blatant disregard for the law and called on President John Dramani Mahama to intervene immediately.
He demanded that the funds be recovered in full before Tuesday, November 18, 2025.
