No clean bill for Cecilia Dapaah yet – Inusah Fuseini cautions

Private Legal Practitioner and former Minister of Roads and Highways, Inusah Fuseini, has stressed that the recent report from the Office of the Special Prosecutor (OSP) does not absolve former Sanitation and Water Resources Minister, Cecilia Abena Dapaah, of wrongdoing.

Speaking on KeyPoints on TV3 on Saturday, August 23, Mr. Fuseini stated:

“The issuance of this report does not necessarily exonerate Cecilia Dapaah from any wrongdoing. Subsequent investigations may still nail her to the crime of money laundering or corruption.”

His remarks follow the OSP’s 2025 half-year report, which revealed that months of investigation—backed by a parallel probe from the Federal Bureau of Investigation (FBI) in the United States—had not uncovered direct evidence of corruption.

The inquiry, which began in July 2023, examined huge sums of cash discovered at Ms. Dapaah’s residence, as well as frozen bank accounts and other assets linked to her and her associates.

While the OSP report confirmed that no immediate evidence of corruption had been established, it also highlighted what it described as “strong signs of possible money laundering and financial structuring.” The OSP further noted that such findings extend beyond its direct prosecutorial mandate.

Mr. Fuseini insisted that this distinction is crucial, cautioning against interpreting the report as a clean bill of health for the former minister.

“It is premature to conclude that she has been cleared. Investigations into money laundering and related offences could still lead to her being held accountable,” he argued.

The Cecilia Dapaah case has attracted widespread public attention since 2023, when revelations about large sums of money found in her home triggered concerns about unexplained wealth and accountability in public service.
