SML disputes GH¢125m recovery claim, insists govt is indebted to firm

Strategic Mobilisation Ghana Limited (SML) has dismissed claims of overpayment in its revenue assurance contracts with the Ghana Revenue Authority (GRA).

This follows an announcement by the Office of the Special Prosecutor (OSP) to recover a total of GHS125 million from Strategic Mobilisation Ghana Limited, following findings that the company received overpayments from the state.

Special Prosecutor Mr. Kissi Agyebeng explained at a presser in Accra on Thursday, October 30, that the amount represents unjust enrichment by SML through largely automatic payments that were detached from actual performance.

In a rebuttal, the SML in a statement issued on Friday, October 31, 2025, asserted, “All payments were tied to verified performance under GRA’s oversight. SML questions the basis of the purported GHS125 million recovery claim; the state instead owes SML, as confirmed by GRA records.

“GRA’s automatic allocation payment formula which enables payments without the use of invoices predates SML and is applied uniformly across all institutions involved. SML has generated more than 20 billion cedis in verified revenue in the downstream petroleum sector and increased import clearance revenue collections by 33 percent.”

The statement added that SML’s operations do not duplicate existing efforts.

“SML’s operations do not duplicate existing efforts: rather, they serve as an enabler and complement existing efforts across respective sectors for tax revenue generation.”
