SML-GRA contract: OSP to file charges against Ofori-Atta, others by end of November

The Office of the Special Prosecutor (OSP) is set to file criminal charges against several high-profile individuals implicated in the controversial revenue assurance contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML) by the end of November 2025.

Those expected to face prosecution include former Finance Minister Ken Ofori-Atta, current and former Commissioner-Generals of the GRA — Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti — as well as senior GRA officials Isaac Crentsil and Kwadwo Damoa. A former official of the Ministry of Finance, Ernest Akore, is also among those to be charged.

The move follows months of detailed investigations by the OSP, which uncovered alleged acts of corruption, abuse of office, and breaches of procurement procedures in the award and execution of the contracts. The inquiry further revealed that payments totalling GH¢506,728,334.21 were made to SML without proper verification of work performed, with payment systems allegedly set on “automatic mode” detached from actual performance.

At a press conference in Accra on Thursday, October 30, 2025, Special Prosecutor Kissi Agyebeng affirmed that his office would not delay the process.

“I said before the end of November we’ll file; we are not waiting for anyone. Persons can be tried in absentia. We have seen it before. You can be sentenced in absentia, and anytime we find you in the jurisdiction, we can then proceed to apply the processes based on how it ended,” he declared.

The announcement marks a critical stage in the OSP’s investigation, signalling its resolve to pursue accountability and recover public funds lost through the SML-GRA deal.
