AT Ghana–Telecel deal: “This is not a merger or acquisition” – Sam George

Minister of Communications, Digital Technology, and Innovations, Samuel Nartey George, has dismissed media reports suggesting that the ongoing restructuring between AT Ghana and Telecel Ghana amounts to a merger.

Addressing a press conference in Accra on Friday, September 5, 2025, he explained that the development falls under a force majeure situation and should not be mistaken for a consolidation or acquisition.

“Let me be very clear and I need to be very on this, because we’ve seen media reportage. This is not a merger, it is also not an acquisition. We are dealing with a force majeure situation and the work of the transaction advisor and the recommendations from their report will lay out a clear path for the consideration of government. For emphasis I repeat, what is happening and playing out is not a merger and neither is it an acquisition,” he said.

His clarification comes after the Ministry earlier announced plans to combine AT Ghana (formerly AirtelTigo) and Telecel Ghana into what was described as a stronger and more resilient telecommunications company.

At a recent staff durbar, Mr George assured workers that the restructuring would not lead to layoffs.

“This is not a re-application process. It is simply a continuation of your contracts. Every single employee will be absorbed unless you personally decide to leave,” he told staff.

He also pledged that AT Ghana customers’ interests would be safeguarded throughout the transition.

Meanwhile, the Minister urged calm among stakeholders, noting that clarity on outstanding debt, services, and the company’s long-term future would only emerge after the transaction advisors complete their work.

“Ghana urges all stakeholders including subscribers, Tower companies, suppliers and creditors to await the outcome of the transaction advisors work which will provide clarity on outstanding debt, services and the future of AT Ghana,” he said.
