    No regulatory approvals were made for transaction that created the debt- GRA on IVS disconnection by NIA

    he Ghana Revenue Authority (GRA) has responded to reports about the National Identification Authority (NIA) disconnecting GRA from NIA’s Identity Verification Platform (IVS) due to GH0376 million debt.

    The IVS platform is a critical digital infrastructure that enables public and private institutions to instantly verify the identity of individuals using the Ghana Card database.

    This function is vital for a wide range of services, including revenue mobilisation, passport issuance, banking, and healthcare access.

    On Tuesday, August 5, 2025 the NIA disconnected GRA from its Identity Verification Service (IVS) platform due to the GRA’s failure to settle a GHC376 million debt.

    However, GRA in a statement issued on August 5, 2025 the Authority explained that its findings suggests that there appears to be a legacy debt which the current administration inherited as a result of some services rendered to GRA by NIA prior to 2025.

    The statement continued that after GRA had done its assessment, it discovered that there were no regulatory and governance approvals for the transaction that created the debt of GHC376 million which GRA is said to owe NIA.

    The Authority further added that “GRA’s principles of transparency, compliance and governance protocols do not permit enforcement of transactions that do not meet regulatory requirements, particularly as demanded by the reset vision of the President and the Government.”

    According to GRA, an existing arrangement between the two agencies allows NIA to set up its desk offices at the premises of GRA nationwide to register individuals and issue them with Ghana Cards without paying rent and utilities to the GRA for years.

    GRA said currently deliberations are ongoing between high officials of the two agencies to resolve the issue “particularly where GRA has identified some procedural breaches and cannot affirm the existence of a service agreement between the parties.”

    The statement added: “GRA acknowledges the importance of inter-agency collaboration in achieving national objectives, including the integration of the Ghana Card into the tax system. In this regard, GRA extends collaborative hands to NIA while emphasising the need to improve our cordial relationship and resolve matters amicably.”

    The Authority assured reassured taxpayers and the general public of its commitment and adherence to its values of fairness, integrity, responsiveness, service and teamwork.
