Parliament has approved the Ghana Scholarships Authority Bill, 2025, clearing the way for the creation of the Ghana Scholarships Authority to oversee the administration and award of government scholarships in a transparent and equitable manner.

The government noted that, in the absence of a legislative framework, the current Scholarships Secretariat has operated largely on conventions and management decisions, some of which have led to legal disputes.

It further highlighted that the proliferation of public institutions awarding scholarships independently, without coordination with the Secretariat, has undermined the efficiency and effectiveness of the scholarship system.

The passage of the Ghana Scholarships Authority Bill is expected to address these challenges by providing a clear legal framework for the regulation, administration, and oversight of government scholarships.
