Roads and Highways Minister Governs Kwame Agbodza has expressed anger over delays on the 71.25-kilometre Enchi–Elubo road project in the Western North Region after discovering that no construction work had begun months after the contract was awarded.
During an inspection visit to the project site on Tuesday, May 12, 2026, the minister criticised contractor Top Engineering International Ltd for failing to mobilise to the site despite receiving mobilisation funds in December 2025.
The Enchi–Elubo road, a key route for cocoa farmers and traders in the area, has long been in poor condition, with residents complaining of deep potholes, erosion, and transportation difficulties.
Previous attempts to rehabilitate the road, including a 2020 upgrade effort, failed to resolve the problems.
Mr Agbodza, who has recently undertaken a series of on-site inspections of road projects across the country, said he was deeply disappointed by the lack of progress.
“If we didn’t pay for the mobilisation, we would have terminated this job today. What is this? It is so annoying,” he said during the inspection.
The minister directed the contractor to immediately move equipment and personnel to the site and begin work without further delay.
Residents in communities along the stretch, including Fawoman, appealed to the government to ensure the road is completed, saying the deteriorated condition of the highway continues to affect transportation, trade, and access to social services.
