    OSP files criminal charges against Ken Ofori-Atta, 7 Others

    The High Court of Justice, Criminal Division, has formally filed a criminal charge sheet against former Finance Minister Ken Ofori-Atta and seven others, including Ernest Darko Akore, Emmanuel Kofi Nti, Ammishaddai Owusu-Amoah, Isaac Crentsil, Kwadwo Damoah, Evans Adusei, and Strategic Mobilisation Ghana Limited (SML).

    The charges, filed on November 18, 2025, accuse the defendants of conspiracy to commit a criminal offence by directly or indirectly influencing the procurement process to obtain an unfair advantage in awarding a government contract. The alleged offences are said to contravene Section 23(1) of the Criminal Offences Act, 1960 (Act 29) and Section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).

    According to the charge sheet, Ofori-Atta, in his capacity as Finance Minister, and Emmanuel Kofi Nti, as Acting Commissioner-General of the Ghana Revenue Authority, are alleged to have leveraged their positions to manipulate the procurement process. Evans Adusei is listed as the beneficial owner, CEO, and controlling mind of Strategic Mobilisation Ghana Limited, which is also named in the charges.

    The particulars of the offences outline the alleged coordination between the government officials and SML to secure a contract advantage, raising questions over compliance with public procurement standards.

    The case has been docketed under CR/0106/2025 in the Superior Court of Judicature, Greater Accra Region, and proceedings are set to continue before the High Court’s Criminal Division.
