IMANI questions transparency in Bagbin’s postponement of parliament

IMANI’s Critical Analysis of Governance Issues has expressed concern over the lack of clarity surrounding Speaker Alban Bagbin’s decision to postpone the resumption of Parliament.

In a post shared on October 13, 2025, IMANI noted that “Ghanaians were met with an unusual announcement from the Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin,” after he indefinitely postponed the Third Meeting of the First Session of the Ninth Parliament, originally scheduled for October 14.

The think tank said the Speaker’s explanation that the postponement was due to “circumstances beyond my control” left the public with more questions than answers.”

IMANI added that “the opacity surrounding this deferment raises critical questions about parliamentary accountability, executive-legislative relations, and the responsiveness of Ghana’s democratic institutions.”

According to the analysis, the Speaker’s action “is ordinarily preceded by consultations with both the Majority and Minority leadership.”

IMANI noted that the “abrupt reversal of the October 14 date suggested that consensus was either not achieved or that unresolved concerns emerged during these consultations.”

It further pointed out that “the timing of this postponement was particularly troubling given the weight of legislation that awaited parliamentary attention,” including bills related to mining regulation, investment, and national security.

IMANI warned that “to defer parliamentary business at such a juncture is to delay decisions that touch the very core of Ghana’s developmental trajectory.”

It added that Ghanaians “deserve more than procedural opacity” and called on Parliament to demonstrate transparency in the exercise of its mandate.
