The Office of the Special Prosecutor (OSP) has revealed that GH¢506,728,334.21 was paid to Strategic Management Limited (SML) under the revenue assurance contracts with the Ghana Revenue Authority (GRA) without proper verification of the work performed.
Speaking at a press conference on Thursday, October 30, 2025, the Special Prosecutor stated that these payments, spanning from July 2018 to December 2024, were executed automatically, in direct contravention of the terms of the contracts.
“The OSP investigations show that the total fees paid to SML under the transaction audit and external price verification contracts amounts to five hundred and six million seven hundred and twenty-eight thousand three hundred and thirty-four cedis twenty-one pesewas. These payments were effected automatically contrary to the terms of various contracts without reference to actual work done and without the submission by SML of reports to the PCA and CTSV Units for verification and without the submission of invoices by SML,” he said.
The OSP further indicated that the absence of proper monitoring and verification systems raises serious concerns about the management of public funds and underscores systemic weaknesses in financial oversight.
The revelations form part of the OSP’s broader investigation into contractual irregularities, which has already uncovered evidence of statutory breaches, overpayment, and a lack of accountability in the execution of government contracts.
The Office of the Special Prosecutor (OSP) began investigating the SML-GRA contract earlier this year following widespread public concern about its legality, procurement breaches, and value for money.
The OSP said its investigation established that there was no genuine need for contracting SML to perform the obligations outlined in the agreements.
“The contracts were secured for SML through self-serving official patronage, sponsorship and promotion based on false and unverified claims,” Kissi Agyebeng said.
