PURC increases electricity tariffs by 1.14%, holds water tariffs steady

The Public Utilities Regulatory Commission (PURC) has announced an across-the-board adjustment of 1.14% in electricity tariffs, effective October 1, 2025.

This decision, part of the Commission’s quarterly tariff review mechanism, was made public in a press release dated September 23, 2025. Water tariffs, however, will see no increase, remaining at a 0% increment for the fourth quarter of 2025.

The PURC’s quarterly review mechanism is designed to track and incorporate movements in key factors that are beyond the control of utility service providers (USPs).

The factors considered in this review included the Ghana Cedi-US Dollar exchange rate, domestic inflation rate, the electricity generation mix (hydro and thermal), and the cost of natural gas.

For the fourth quarter, the Commission applied a projected weighted average Ghana Cedi-US Dollar exchange rate of GHS12.3715 to $1.00. The annual average inflation rate used for the quarter was 12.43%. The projected hydro-thermal generation mix remained the same as the previous quarter, with hydro at 28.80% and thermal at 71.20%. The approved Weighted Average Cost of Gas (WACOG) was USD 7.7134/MMBtu, which also remained unchanged from the third quarter.

As a result of these factors, the PURC approved new electricity rates for various customer categories. For lifeline customers (0-30 kWh), the new tariff is GHp80.4389 per kWh, up from GHp79.5308.

All other residential customers using up to 300 kWh will now pay GHp182.2442 per kWh, while those using over 301 kWh will pay GHp240.8059 per kWh. The service charges for both residential and non-residential customers remain the same.

The Commission stated that the decision to maintain water tariffs was based on a careful analysis of the same indicators. The rates for all water customer classes, including residential, non-residential, commercial, and industrial, will not change for this quarter.
